OP, I think you're making a mountain out of a mole hill. Kyle just gave you links to everything you need. Between that list and the stuff you already have you could turn that thing into one nice *** rig in a weekend. Sorry you're having so much car trouble, sucks when crap like that stacks up on you. IMHO you should do a little more research, then fix that bad boy up. Best of luck and feel free to ask any questions you may have
That lost is good. I would recommend selling the current xj and buying one in a better shape an then utilizing that list

4 shocks, you could get nicer ones but that's more money and these should do and they have built in bumpstops

chevy c1500 front brake line 6" longer than stock and supposedly bolt in
I've heard early 2000s dodge Dakotas have a rear line 6" longer than stock, personally I run a rear YJ line 3" longer than stock, that's up to you but you'll definatly want long lines up front since the wj brake calipers having low mounts for the lines.

cheapest, yet high quality long arm kit on the market that I'm aware of

super cheap 15x8 steelies I know you have some 16" tires but at this price it might be better to sell the tires with the wheels you have now, also if you get 3.75 inch backspacing it should work with your WJ brakes.
only thing I missed is the pitman arm, if you want a drop arm they're all over the internet for oem you may check craigslist or a local junkyard.
Good luck hope this helped
Thanks man!

I still need a 16" wheel tho. My tires are almost new, and I can not have this thing sitting around while I wait to sell parts so I can buy new parts.

I think you are right there.

I plan to sell it, and buy a stock one. Then build that.

I have had a for sale sign in it for less then an hour, and 2 people have already stopped and asked about it!

I took to a dealer to day and they offered me $3k trade in for it. But they did not have any thing there worth buying, and I know I can get more then that for it.

You might try searching for explorer, mountaineer or ford ranger edge wheels.... I believe even grand marquis are 5 on 4.5 pattern. The 16" wheels were an option on exploders and mountaineers (actually, I think standard on them really), and standard on the ranger edge. There's lots of options out there, just have to look for them. MIGHT be able to find a set of TJ Moabs if you're really lucky, which would be awesome. Also, if I remember correctly, the last couple of years of ZJs had a 16" wheel option as well - which would also have the correct bolt pattern.

That is, if you don't want to drop coin on new wheels.

Have you looked at steel rims tho ?Cragar soft 8 and d window are made in 16s and wouldn't cost that much more then a used set of junkyard rims unless he has a cheap place like pull a part.

Have a look at the Summit Racing and Jegs brands of steel wheels they were only about $40 for my sons XJ. I paid a bit more for my grandsons 16" wheels I bought him for his new first truck a few weeks back.

I was speaking more along the lines of Craigslist or Facebook sale pages. I bought a set of 4 17" JK Moabs for my WJ a couple years ago for $115.

Even at 40 bucks a piece, steel wheels will run him a minimum of 160+ shipping and tax (if applicable).

I know I've let Jeep rims go for cheap just trying to move them. CL is usually a good source for cheap wheels, IMO.

Used rims you can get a deal sometimes,But factory wheels can have problems like how narrow some are and back spacing it pays to do your homework before buying them.
