Neither of the above is a factor that is going to matter in your application. What are you using? 3/16?

Sweet! Then use the CR. In the most common kinds of steel in the US, CR is about 20% harder than it's HR counterpart. Hardness is usually equated to strength when discussing metals. Just remeber, the harder the metal is, the more brittle it becomes. You are more likely to crack the CR and more likely to bend the HR.

the D30 is so light that it will be a challenge to rip off heavy duty mounts. all the strength will come from the design and the weld. I think you're overthinking this, but if you're really worried about it and you have access to steel you can box it all in with a truss. or at least add gussets
