Oh that is your cruise control motor thing on the passenger side and your abs pump on the drivers side, I don't think you can move it very far, either way the remix version goes into the drivers side of the cowl
Also totm is topic of the month, check the stickies

I am sure your abs system is the bendix 9 or what ever that sucks, you might benefit from a swap to non abs

No..not really because the area of the cowl the tube attaches on is actually sealed from the top. Air flows from the vents in front of the driver and channels through an opening in the middle of the cowl to deliver air to the cabin fresh air duct. Only way you will get water there is if you drive into a hole where the water reaches your cowl..but by then you have more important things to worry about.

Does anyone have a pic of exactly how far up from the bottom of the cowl the intake comes? Say it's pouring and i'm wheeling and the Jeep tilts at "just" the right angle....

i'm thinking of adding a 1/4" tall plate to the intake tube to have "insurance"
