I did the Rubicon Express 3.5" super flex kit with full leafs. Very happy with it. I even got an adjustable track bar and am under a grand.

I would go with full leaf/coil 3" lift package for ($438) then buy the HD Track Bar Package ($220) same one as I run and the TC drop kit are all that is required for the lift. Don't buy the cheap track bar.
Then you will still have a little money left over for a start on tires and wheels as I think you may change your mind about in the future maybe or whatever.

I have the 3 inch advanced kit I pieced together from Rusty's, and I'm very happy with it. I did go with a Rubicon Express 1600 adjustable track bar instead of Rusty's track bar, just personal preference. I've even added about an inch of lift to it with spacers up front and IRO shackles in the back. Rusty's coils and leafs ride real smooth. It's not very harsh, like I hear other kits can be. IMO, Rusty's is worth the shipping cost, and seems to be the best bang for your buck with the "budget" lifts out there. Best of luck with your Jeep!

Is the HD Track Bar going to work on a small lift? The page says its for lifts of 4.5"+ only. I might change the wheels and tires later on, but i just got the tires i have last year so they got plenty of life left, and i am getting the p0432 error code so i also am planning on buying a new set of cats and o2 sensors.
My bad that is correct I used one a friend had till I increased the lift. With a 3" you can get by with the stock track bar but I don't like that the idea of buying twice. But his cheap one isn't that great I'm not sure of a brand that will cover that much difference in lift heights in one bar. Give Rusty's a call and ask for their input as to what you have planned.
Perhaps someone knows of a quality one that does cover different heights or a better 3" one that is cost effective till you upgrade to 4 1/2" of lift.

Transfer Case drop kit is all or fabricate one if you can.
Here is a photo of my Rustys 3" lift and one of it with the increased lift 4 1/2" still using the 3" leafs and shackles.
