You could go with a shackle relocation kit and 2 inch shackles. That should put you about right. Why the need for such a long shackle? Better to get the desired height leaf springs with maybe a 1.5" shackle.

I'm 16 and want a lift for cheap money I have just enough for a full kit but I need tires and stuff so I want to save as much as possible but a relocation kit and 1.5 shackle will give me 3 inches in the rear? Thanks

Yes, all though really without lift springs you wouldn't really have a need for shackle relocation kit. You can pick up add a leafs for pretty cheap if that is really the route you wanna go. I would consider that better then a huge drop shackle.

My rear leads have an opposite arch so an add a leaf won't do much for long

but a 3 inch shackle would put your shackle angle at a bad angle most likely. a relocation will drop it and improve shackle angle and improve flex. better to do it right once then crappy once and good once. saves money in the long run. my 2 cents.
