The previous owner put on a lift, it appears to be 3" rough country.
I spent the last few months with a lot of weight in the back, it looks like the rear is a little lower - I'll measure it tomorrow.
I would like to change my angle of the shackle to smooth out the ride, if it adds a half inch to inch in the rear that would be perfect. The leafs look in great shape otherwise I'd consider replacing them.

I've also got a 3" RC lift.... my rear has also lowered slightly.... not really enough to do anything about ...yet.
but If I was to do anything I would bring the springs to a local shop and have them beefed up. (add another leaf)
flipping shackles or any other type of trickery will not stand the test of time.
Bolt-in style will add around 1.5" of lift, so keep that in mind. They also provide a leverage effect on the factory boxes which can cause them to tear away from the frame. Ironman, CavFab, RuffStuff, and SFR all make zero-lift, but they require cutting out the factory boxes. Not too difficult though, just kind of a pain to do cleanly unless you have a plasma cutter.
"No-lift" relocation brackets are superior to the style that bolts under the factory bracket. This keeps your roll center closer to stock, and is generally a stronger method of mounting the shackle.
You'll likely want to invest in some new leaf springs. Depending on whose springs you get, you may not need the relocation brackets. Iron Rock Offroad has a disclaimer on their 3.5" springs that states "These springs are longer than the OEM springs. Because of their length, they will require the use of either a lift shackle or boomerang style shackle. Warranty will be voided if used with shackle relocation brackets."

It appears you know about correct shackle angle and how it affects spring performance. I need to address this on all three of my XJs. It seems common advice is a flatter spring being actually beneficial to articulation (see LCOG). I guess you’ll have to weigh the cost/benefit of the longer IRO or similar leafs (perhaps new shackles as well) to relocation brackets/new shackles. Both should achieve your desired results.
