It relocates the shackles lower to place it at a better angle. (Most lift leaf packs is still the same length from eye to eye) and it moves the shackles to a different angle (most of the time 90 degree). It create a rougher ride. Ideally it should be at 45 degrees.

Relocation brackets for what? Shackles? Allows you to adjust angle of the shackle for ride comfort.

They are brackets you put in the rear that fix the angle of the rear shackle hooked to the leaf spring by allowing you to adjust different hole positions so you can achieve a 45 degree shackle angle.

A 45 degree shackle angle is what you want to achieve good flex in the back.
Plus they smooth out the ride in a lifted Cherokee..
some shackle relocation will give you a small amount of lift.
and some that don't give lift.
this guy has them both, little lift or no lift.

If you look at most guys jeeps they have a bad shackle angle of 90 degrees(gives bumpy stiff ride and flex could be better)
like this jeep.

Another example of bad shackle angle

A good shackle angle looks like this..

one more

These guys show you how to make some if you want to try that way.
