innexpensive headlight upgrade

I've been comparing the sylvania silverlights to expensive hid kits, i think i came up with a better solution to spending hundreds of dollars, just need some input on it - any help is appreciated.
can i use these housings -

with these bulbs -

and will they be brighter than the silverlights? i figured it's about the same price and led's are known to have a long life, and i personally have had no issues with them in the past.
and lastly, will i have to upgrade the wiring harness as i would with hid? i assume not because leds draw less amperage, but I'm no electrician. street legal? will i still be able to use high + low beams?

I have been discussing the Truck-lite LED headlights with some Jeep buddies and these are supposed to be the hot setup. I would love to give them a try but $500 is a lot for a headlight upgrade. If the good LED upgrade is $500 I would be reluctant to trust bulbs that inexpensive.

Figured worst case I'd just buy a harness and some halogens / hid if the led doesn't work, I'll make it a write up if it works well.

I sell LED's and I wouldn't use those in a lawn mower. Do what everyone recommends and upgrade your harness or spend the 500 on the real LED head lights.

Upgrading the headlight harness involves adding a harness that uses the headlight switch to control a couple relays that get there power straight from the battery. You can upgrade the harness with the factory headlights and get some improvement. When you upgrade to ha H4 or LED bulb setup the upgraded harness becomes a necessity.
Putco makes one, there are some others (just do a search) or if you are good with wiring you can even make one yourself.

Its a decent price and could work but I dont know if I would buy it for one simple reason. The guy doesn't know jack about electrical. The load on your circuit doesn't dictate what size fuse to run, the gauge of wire does! Then the size fuse and wire you use dictates how big of a load you can put on that harness (bulb amperage draw). He's sending out these harnesses and allowing customers to put whatever size fuse they want to in it. That's just setting up for failure.
