There is a plethora of information about your topics, both on this forum and the internet in general.
Question 1: Tire size depends on how much sheet metal trimming you want to do. I have seen one instance on this forum where a guy fit 33" tires with no lift. But within reason, 31" is probably the biggest for a 2" lift. IMHO, 235/75R15 tires look great on a 2" lift, generally don't rub, plus they're cheaper and you'll still have some on-road power without needing to consider a re-gear.
Question 2: For a 4.5" lift, (again, so much information about this everywhere) You are looking at:
Springs
Shocks
bumpstops
extended brake lines
extended sway bar links
longer track bar
control arms
slip yoke eliminator with driveshaft
Upgraded steering (depending on wheeling style)
This will just get you running around and lifted up. Of course, at this point, you will now need to consider the other things like:
Recovery equipment
Armour
Bigger tires and low backspacing wheels
Regearing/lockers
etc.
Welcome to the jungle.

You are a better man than I. I would've stuck with the first line and left it at that lol.
OP, please learn how to use the search function. Both questions have been answered thousands of times.

you'll also need longer shocks to accommodate the added lift and most likely longer brake lines. Now would also be a good time to upgrade (if possible) your brakes. The added weight of the larger tires will make it more difficult to stop affectively.

To run 31"s on a 2" lift you are going to have to do trimming/cutting. I hate that answer on here... everyone says "oh you can run 31"s no problem" but they dont tell you that you have to trim. 31x10.5x15 with a 15x8 3.75 backspacing rubbed big time on XJ with a 3" Zone lift. I had to trim about an inch off the front and rear of the front bumper and trim to be able to turn without scaring the neighborhood.
