The first one is DOT spec.
The second one is ECE spec (aka e-code).
Technically an ECE spec headlight that ISN'T DOT approved as well isn't legal here, but ECE meets or exceeds DOT specs in every conceivable way, and if anyone would ever want to go to court with me over my ECE headlights (I personally use Cibie housings), they'd better be prepared to lose that battle.

I run a putco harness, Cibié housings and Osram 55/60w bulbs.
The harness alone is where most of the light output upgrade came from. Super easy and cheap for a big difference. Order a couple extra relays when you buy the harness. They use a weird style relay and I had one crap out on me a couple months after installing.
The beam pattern of the Cibié housings is amazing. I did a lot of research on different housings before I pulled the trigger and I'm very happy I spent the extra dough on these.
Also, don't get taken for a ride with expensive bulbs. There's a lot of false information and "gimmicks" when it comes to bulb selection. Don't get fooled by those dumb blue ones or any of that. My $30 Osram bulbs have been phenomenal.
Here's the Cibié website. Daniel Stern is an absolute lighting guru and will thoroughly answer any questions you may have.

Picked up my 4th xj a few weeks back and immediately installed truck lite led headlights. Major upgrade.
Not a direct comparison, but I upgraded my 964 to euro h4s 55w/100w.There's no comparison
