And just a break from bashing me for not having a drill can anyone answer the question about whether itd be safe or not then go back to saying what ever youd like

if you mill it down to stock diameter, it would be just as strong as stock.

i would much rather track down the right drill and bit if it was me.

Not bashing you, just think you were making things extra tough on yourself. Like Desert Rat said just get a drill bit with a smaller shank, redily available at any store

Do not machine the bolt!!
You'll weaken it and void your warranty.

You can buy the correct size bit to fit a 3/8" drill at any hardware store.
