Neither are going to help much. Cold air intakes and throttle bodies and spacers all work together except spectre cowl intakes won't work with a throttle body spacer because the spacer raises the intake tube and the hood will hit the tube. Any other regular cold air intake in place of the stock air box will pair up with the tb spacer. Expect nothing more than a little noise from the intake

Don't bother with a tb spacer get a bored out throttle body and personally I love my afe CAI

98cherokee531 is right, I went with the spectra so I could do water crossing's with out having to worry about sucking water into the motor. For my throttle body i went to http://www.jeepersandcreepers.com/13601.html

according to my research through K&N, they've been able to claim an additional ~8hp with their tubular cold air intake...that's all well and good, but in terms of increased efficiency, that's certainly not Earth shattering. The throttle body will most likely add a few HP as well, but I tend to think for the most part the gains you'll make will mainly take the form of sharper throttle response, rather than purely horsepower gains. You certainly could use both of them together, but there might be some other modifications that are more worth your time.

you can bore your own throttle body i did mine..also made my own cold air setup

We are lol It is, we have no roads to Juneau have to fly in or boat in. I have never been to the lower 48 cause I have no need to lol.

A cowl intake is a real cold air intake well unless its hot outside then its a less hot intake.
