Default CB Radio Mounting Help

My radio came with a mounting bracket for the radio, as well as the mic. It came with 4 screws, 2 sets of 2. One set is self-tapping (more rounded heads, and wider threads), and the other isn't. It also came with 2 rubber washers, and 2 other washer looking things with spikes on them. The instructions for mounting don't say which screws go where, just says "use the self-tapping screws to mount the brackets", but only one set is self-tapping. It is a Uniden PRO505XL radio. Any assistance would be appreciated. Pics below.

the machined thread screws are for attaching the bracket to the cb itselft.

the self tappers are for mounting the mic clip to the desired surface. is that what you mean?

the thumb wheels are to substitute the machined screws so that you can quickly install or uninstall the bracket to the cb.

The black ***** are for mounting the bracket to the cb. My question is do I use the self-tappers for the bracket to the jeep or the mic clip to the jeep? I really want to know which bracket I have to drill for. Also, what are the washers for.

Ok. do this. forget the screws they gave you. except for the selftappers. if ur goin to instll the mic clip in plastic use the tappers. the clip is not heavy, so it will hold.

Get some better hardware to mount the cb. Where are you mounting the cb?
into metal or plastic. If plastic like the console; nut and bolt it with washer and star washer/lock wshr.

If you goin into metal like i did, then use self tappers with lock wshr.
either way you need lock washer and 2 more selftapper s

So I finally got my got my CB installed, and got my antenna, antenna mount, and wiring. I went with the Firestik Firefly 4ft black, with the Firestik FireRing 18 ft cable and a door jamb mount for above my left side tail light. I got it all hooked up, except for the the antenna. Well I parked outside last night without the antenna put on, and now there is water in the stud where the antenna goes. Is it ok for me to put the antenna on now, or should I wait until it dries completely? Also, will I need a spring for this antenna or should it be ok at highway speeds?

Finally got everything installed, and took it to get tuned. Upon driving away, I turned to channel 9 to just monitor the emergencies. Everything I heard was in spanish, and did not sound like emergency conversation, but more of a casual conversation. What could this mean?
