RESULTS: Headlight delay module shorted out, hence why I heard it audibly buzzing. That short resulted in a hairline break in the 30 amp fuse in the PDC.
Regardless of the short, I've seen some LED headlights do not seem to cooperate with XJ's factory wire harness and headlight delay module. Plugged in, the headlight delay module may result in some brands of LED's always remaining on (slightly and dimly) during vehicle operation; even when NOT equipped with DRL's. I have pictures of this strange occurrence and have seen it in similar headlights install in other XJs (see below). Weird.
Honestly I really do not care for the headlights I have (Inspired Engineering). They have virtually no cut off which requires me to aim the headlights way down in efforts not to blind on coming drivers. When the high beams are on, the light is projected in the tree tops. Just my opinion, but not for me.
Not related to the problem directly, but I just ordered a set of Truck Lites after hearing so many good things about them. I am eager to see the upgrade and difference.

Maybe alright, maybe not. They're not heated. Last season I ran LED headlights through our Maine winter and I didn't have any issue (in a variety of temperatures and snow conditions). That's what the halogen PIAA driving lights are for
