Check your individual state requirements on tires and rims.

Ohio for instance is NOT DOT. Tires or rims do NOT have to be DOT approved.

well after reading through all this, i find it easy to say that the problem was solved very early. the tires are on wrong, get it fixed and be thankful nobody got hurt.
