How will a 4" lift ride on/off road on short arms? And please dont tell me to just go with long arms because I am going with Zones 3" lift with full leafs and I am going to put on 1" shackles and spacers and REs short arms. I will slowly save up to piece my own 6" lift together and that's when the long arms will come into play.

Why would you spend money on drop brackets when you could put that money back towards LA's sooner?
Run the 3 inch lift and save money...
Why's it always have to be 'as tall as possible?'

Right, no matter how long it is... why waste the money?
I've had my Jeep for 8 years now. The biggest mistake I've made was to not be patient and do it right the first time.

Well see, for me right now a RE 3.5" lift on short arms is sufficient. I will mostly be doing light to moderate offroading, such as mud. We don't have any rocks to crawl over here. Right now does not seem like the right time to put a 6" lift on with 33s and kill my mpg. I think that a 3.5" with 31s and a winch not only looks mean, but will get me through most things that I throw at it. Maybe after college ill have the time/money and a second car to put a 6" lift with 33s a front and rear locker, sye, long arms oba, Dana 44s, blisteins and the whole 9 yard on. But I don't have that right now. I think that for right now a $700 RE 3.5" lift will get me where I need to go. No AAL **** either. I probably won't need an sye and if I have vibes ill put a tcase drop on. I will go ahead and buy the adj track bar. Nothing extreme. Plus it will get me too and from high school without me having to stop for gas as frequently.

Staying with short arms and 3.5" of lift is what I meant. I wasn't saying go straight for a huge rig.
I meant for you to not waste money on drop brackets if you know you want long arms.

Get it and then trim the fenders and run 35's easily. Add some Bilstein shocks and you'd be set for just about anything. Also take into consideration you will also need an SYE and new driveshaft..SO you will have to address that and the other drive line angles..Nice thing is that kit comes with the control arm drop brackets..
Now one thing you might consider is saving a little extra and moving the the long arm kits. it's about $500 more. Nice thing about ordering through 4wheel parts is if you have a store local shipping is free.

I am looking to get the most tire under for the cheapest price. I am really low on cash but want my jeep to wheel decent.
I had a guy tell me that you can install 2 inch lift, and then bushwacker cut outs and be able to run a 33 10.50 m/t
Whats your take on that?

he's full-o-****
you'd have to do a hell of a lot of cutting to fit 33s on 2" of lift.
31s will fit with minimal trimming

Here's a 33x12.5 mounted with no lift:

You can see it fits, but I couldn't drive on the road like that, let alone offroad. That's as far as I could turn the wheel, and I could only go over a 3" bump before my tire hit the fender. There's no way the rear would've fit, even with my moderate trimming.
As for 31s, I'd advise trimming for a 2" lift. I have 30" street tires on my stock-height MJ now, but I'm swapping them out for 235/75s with tread.
