I am looking at doing a 4.5 Rubicon Express and a 16x10 with 4 inch bs on a 33/12.5r16 would this work?

It will, but you'll be more likely to blow a bead if you air down your tires. I recommend a 16x8.

got my 4.5 installed, annnnnnnnnnnnnnd my front is sorta off centered :/ any tips on adjusting the track bar? ive read a good bit and got the jist of it.. (look at the passenger side quick disco and compare it to the drivers side) and yes i know that i need a new tie rod...

What track bar? Most will give you a measurement to start with based off lift height.

I adjusted mines by measuring from inner fender to center give on each side uuntil even. Did this before alignment and worked perfect

Alright I need to know what bushings I need to buy for a stock XJ front sway bar, the ones that mount to the frame in the center of the bar? And I have 3" spacers on my front, how do I know if my sway bar is set up properly?

I'm sure you could Google "xj sway bar bushings" and find them. You need extended sway bar end links if you want to keep your sway bar functioning. I don't know what length links you need.

They're sold by lift height.

So, I've been watching videos and such... I've never really considered RC as an option, but their kits seem to be pretty comprehensive... For example, the 4.5" comes with full leafs, shocks, adjustable uppers & lowers, sway bar disconnects, t-case drop, adjustable track bar, and brake lines for $800. I'm only planning on going 3", and I WAS planning on going with RE.

Are RC kits completely horrible even if you go with their full packs? If yes, then I'm going to keep looking into RE. or a mix-match of brands, I guess.

And my other question.. Steering stabilizers: what exactly do they do? Do they "soften" steering input to the wheels, or is it the other way around? IE, dampen road vibrations that end up at the wheel. In a perfect suspension setup, are they necessary? Is it actually feasible to run without one?

RC's full leaf packs are their biggest problem, especially the 4.5" pack.

Steering stabilizers dampen vibrations from road imperfections that would otherwise end up at the wheel, like you said. In a perfect setup, you don't need it. It makes driving more comfortable. Most dedicated offroad rigs don't have them unless the owner simply hasn't removed it yet.
