99 4.0 bad year for stroker project

I just blew up my 99 cherokee and I figured while I was rebuilding the engine it would be a good time to stroke it. I have been asking around and have heard that the 99 is not the best year for a stroker project.
If the 99 is a bad year for a stroker WHY
IF it is a good year what would be needed other than a crank and rods from a 4.2
I have about a $1500 budget and would love to get around 270hp
all machinest work will be done for around $400 so that leaves me with $1100 for components can 270 be obtained on this budget.

I'm interested in this thread, i recently picked up a 4.0 out of a 97 that i plan to stroke as well and don't wanna dump any money into it until i know exactly what the quirks of certain year 4.0's tend to be, good thread.
