You should just do some more research and figure out how the suspension works. There are ways to get more flex down out of what you have and bump stop the up travel.

So on 6.5 I should be running 35s? With cut fenders? And proper bumps tops. Also will my stock axle shafts hold up to that big of a tire?

I'm running 38s with 7" and it'll depend on what your stock axles are and how hard you are on them.

Technically Yes , or matter of opinion I guess. In my opinion you are too high for 33s but if you dont want to cut your fenders then you are just where you want to be. Why dont you just leave it as it sits and put two or three hockey pucks inside the coil to bumpstop more. That way you will not rip your fenders anymore. If you go 2in higher you will actually loose downtravel because your control arms will be already "flexed" down more.

The way to get rid of the 2in block for you would be to get relocators. If your leafs are true 3.5, your shackle is 2 and the relocators will give you roughly an inch when the shackle is set at 45 degrees. You will get amazing flex out of that setup.

Sweet so just bump stop it and leave the 33s.. And get a shackle relocation bracket will flex way better? But still will only be able to flex so far.

It's up to you. You could do that or lower it and trim the fenders, definately dont go higher. If you install the relocators and your 2in shackle at 45 degree you will get mad flex. Just make sure your shocks are long enough or obviously they will stop the droop.
