litre oil, fresh fan belt, lubed squeeling alternator, two fresh headlites (silverstars, again), checked all fluids, tube of injector cleaner, air filter, not a bad service for a minus 10 deg day.

Went to leave this morning to find my Jeep wouldn't start. Volt meter was reading good but all I got was a click when I tried to start her. Tried jump starting it and still just a click. Used a screw driver to short the starter with the ignition on and she fired right up. Its done this before when it was really cold so I'm thinking its a bad relay feeding the starter. Once it was started and warmed up it never had a issue with again.
Then spent the entire day diving around in the 6" of snow.

I agree it's probably not the relay. You said it clicked when you tried to start it before, that was the starter trying to engage which means that the relay is working. When you shorted across the terminals it gave the solenoid more amperage and voltage than it normally sees, which can 'motivate' a lazy starter. Eventually even that wont do it. Your starter is probably on the way out.
