looks kinda like a track bar in the pic, if it's running from the drivers side frame to the passenger side axle thats what it is and it should be tight.

If that's what it is do I need a new bar? Or ate the joints replaceable?

If the bushings are pressed in they can be replaced if not time for a new one. at least they aren't too expensive, but if you do replace it I'd go aftermarket something more beefy then stock.

What do you mean pressed in? Could you not tell from my pictures?

looking at them again you can change them out. I've used the "energy suspension poly bushings" I like them and most auto part stores carry them.

Do I need to have the front of the jeep on jacks or will it be ok to just have it on level ground when replacing the bushing on the trac bar?

you want the tires and weight to be on the ground. you will need to move the steering wheel back and forth in order to line up the track bar for reinstall.
