What is a good cheap way for me to expand my wheels out past the fender flares?

not cheap, but the best way is to get wheels with less backspacing

I got a set of 1.25" spacers off ebay for $100 and have gone through over 600 miles so far with no problems. They don't stick out too much just half an inch at that with 31/10.5/15 bf a/t tires. You'd probably would want to go 1.5" if you went spacers, with any spacer coil or wheel I just don't like the sound of going bigger than 2 inches
