Blame import taxes and trade barriers I guess. Luxury cars in India are subject to a ridiculous 120% import duty tax, so you pay more than double the cost of the car in just import taxes alone!
Plus I assume the dealers in the country are trying to keep demand low by sustaining high prices, keeping profit margins high and keeping the item as a "luxury" good.

BTW, Quito is one of the most beautiful cities I have visited. Definitely wish I could move there and stay for a few years...
