Well I don't put my tire up there but if I did I'd use the tire carrier mount that is on it already!

I wouldn't put my Hi-Lift up there, but for a while I was forced to put the tire up top. (I hated it there ... but that's another topic!) Anyway, I ratcheted it on, used 4 straps and it held very well. I'd just keep checking the straps before every trip.
I dunno the size of your tires or the size/strength of you, but I can tell ya, as a not too strong female, getting a 32" tire/steel wheel from the top of a Jeep with 5" lift was never something I was able to do alone. And I'm5'9" tall. Thank goodness I never had to do it in an emergency.

I use a ratcheting strap up through the middle of the wheel. I like the tire up on the roof, so I can have the extra space in the cargo area for, uh...cargo. I'm 6'5", and don't have any trouble getting it on or off of the roof, but I understand how that could be a sticky situation for some folks. The it would be a far better idea to deal with the tire in the cargo area.

Default Spare Tire

All the ones I have ever seen were either strapped down with bungee's or tiedowns

ratchet strap, not a cinch strap.
and if the strap hums too much at speed, just put a twist in the strap.

i only used 2 ratchet straps crossed in the center like an X, and cranked them down tight, then tied a knot and cut the remaining strap to size.

but now i finally made a swing out bumper.
try lifting a 36 inch spare on a beadlock rim. but i guess that's what CAA/AAA is for.

and highlift goes on my mount on the side of my roof rack.

NO BUNGEES!! Not safe!! IMHO, a spare tire mount, or a "ratcheting" tie down are the only way to go...
