If you built it into a purpose built tow vehicle, it could probably be done. Good axles, make it heavy, and a real light trailer with good breaks........maybe it could work. Or maybe flat tow with it?

It'd need a different engine, major brakes, a massive solid slab of steel in the bed, tires with a large foot print, extremely stiff springs, excellent trailer brakes and controller and the XJ would need to be stock on a feather lite aluminum trailer. Even then I wouldn't haul it very far.
By the time you've done all of that you could have bought an early 90's full sized truck that works straight out of the box.
