And to the OP I've never seen those before. It looks like someone took a cheap hid bulb and glued a night-light on the side, but back to your question. Pull your DRL relay. That is what will be making that noise. It is under your steering wheel, like a square plug, but it is screwed in so you might need to take off the plastic and sheet metal there to get at it. Its not a hard fix

Its an XJ Sport. I thought the website said the lows were hids and the highs are halogen in a single bulb. http://www.carhidkits.com/jeep-83/. I found a thread on here that explains I need to disconnect the delay relay under the dash to get it to stop clicking. Does anyone know if I disconnect it, will it affect anything else?

I dont know what youre talking about... Yes, I read the first post of this thread... It doesnt answer my question about if unplugging the relay will affect anything else. Anyway, yes I bought projector housings from that website

Ive been running HIDs in my XJ for almost a year.
Basically just order the H4 conversion kit, it will come with a wiring harness that plugs straight into the stock headlight connection. Its literally plug and play.
Also, make sure you have REAL projector headlights when running HIDs. There is nothing I hate more than a guy in oncoming traffic blinding me with his HIDs in a reflector housing.
