That's a bearing cage for a tapered bearing.

Header panel trash pick up. In 99 the epa came to chryler complaining about the Cherokee. They clamed in wasn't green enough, so the put this into the header panel to " pick up" trash in the air

Hmm...

Cheap plastic box that looks like it had, at one, point, a cheap plastic lid with cheap plastic ball hinges. This does not look like something designed for durability.

Also, there are no hoses or wires going to it.

You don't say whether it was bolted/screwed in, or just tucked in that spot in the fender.

My guess? It's just a plastic box that used to have some other actual functional part in it, and some PO left it in there accidentally.
