If you can't weld the cheapest I've seen that I would trust in an actual recovery are probably the ares fab bumpers. There are some companies with diy kits like jcr.

Nate's makes a good bumper. Mine lasted thru a hit off a guardrail at 35, 2 deer, and 3 girlfriends. Check out their website. Get it unpainted and coat it yourself. They also send great hardware with it. All sized right.

Cheapest good option is Dirtbound's Stubby bumper for $200, won't protect the whole header panel but not everyone is worried about that. Also you can always weld or have someone weld onto it down the road.
I'm a fan of AJ's stuff, I have his most expensive bumper, the PreRok, but my brother has his cheaper PhatXJ and it looks awesome as well. He can make any bumper you want, and his non winch bumpers are fairly cheap too.
I would stick with a bumper that's one solid piece. I hate any bumper that requires separate frame tie ins, they should be part of the bumper as far as I'm concerned.

Nates x3. But I got mine for $50. Found on a wrecked Cherokee at the junk yard, the entire passenger side had been crushed into the cabin, but the bumper was still intact. It had a crack and both mounts were bent. So I fixed it and welded it back together.
