You can use a heat gun but it doesn't come out to well. I think the only real way to fix them is to pull them off and then paint them.

Paint em. Duplicolor has black trim paint avaible at most parts stores. I painted mine, really makes the Jeep look good.

The best way to fix fading matte black plastic is to sand them down, paint them body color, and then clear coat them. Took the black fade-prone flares off my JK and added white body-color panels, but one could have a body shop paint them cheap for maybe $100 or so. It'll last the lifetime of your vehicle and you won't be spending $10-20 on chemicals every now and again.

Rustoleum trim and bumper paint works well. Spray very thin coats though. They also have it in a bottle with foam applicator.theres even an XJ on the can.

And I get excellent results without sanding. Just wash and dry with Dawn. Then I use kleenstrip prep all spray.
