Eldorado MTZ Sport made by Cooper is the cheapest i have found. If you look around online they can be had for less that whats on this link. I got mine for about $550 and i love them in snow and mud, otherwise keep an eye on craigslist for some used ones.

Dunlop radial mud rovers are cheap. So are Hercules trail diggers, but both ride kinda like crap. But any cheap mud tire will. Bfg's are worth the money if you want something a lil better. Both their mud terrains and all terrains ride and wear well.

I cant complain, I've run all kinds of m/t's and the eldorado mtz is relatively quiet compared to most. And they are the best m/t i have ever run in snow/ice. We got about 4" a couple weeks ago and i didnt have to use 4x4 at all. I feel very confident recommending this tire to a fellow xj driver who wants a cheap tire for use on the street and offroad. And they look badass for a bonus (much better that that pic on the website)
These are the DuraTrac's. They are 10 ply so they handle sharp stuff well, the lugs are good for mud but these are by no way a dedicated MT, so considering that, the lugs are really good. The other really awesome thing about these tires is the siping, the little slits cut into the lugs. They are the feature that gives you grip in the snow. So if you need a good over all AT tire that does well in mud, great in snow, relatively quite on the highway and last as long as a regular highway radial go with the DuraTrac's.
Edit- the only times I've been stuck enough to need winching is when I've been up to the axles. Open difs and only on 235's.. I am very limited by axle clearance... Need locker...
