CB Radio and whip

Hey guys,
I'm putting this thread out there to get everyone's thoughts on CB radios are and what type of set up you are running or should be running.
I have done some research and from what I hear it is OK to run a cheaper CB radio if you have a higher end antenna that is well tuned.?.
How long of a whip should you run? I have heard that it doesn't matter if you have a 5 foot antenna that is mounted to the bumper only what is sticking out above the jeep matters.?. true/false?
Just looking for individuals opinions and what you have found to be true.

From what I have been told it depends on the atenna as to where it actually get's it signal from and sends. I have also been told that it's better to have it mounted on the top of the vehicle for better sending and receiving all round.

Ive got one of those midland hand held radios that detaches from the bottom and can be used from the 12 volt power outlet. its only putting out like 3 amps but i can here trucker from miles and i can talk to them from about 3-7 miles away depending on the time of day. my antenna is a Hustler 42 inch antenna that is magnet mounted on the top so its not super powerful but its more than enough for trail ridding.

cobra digital cb with a trucker fire box and a 5 foot whip mounted to my rear quarter. sticks above the jeep 2 feet and i can send out 25 lat miles and receive about the same if not more.
I have one of those little cheap cobra radios you get at walmart, with an equally cheap antenna magnet mounted to the roof, and I can get everyone I am wheeling with. At least within a few miles of the jeep

i run cobra 75 with a wilson 1000 fender mount. i've been successful transmitting about 20 miles out once. but regularly, i can send and receive about 6-8 miles.
i tried a walmart cobra 19 with a roof mount magnetic, and i couldn't even transmit 1 mile.
