Default Brush Guard Blues

Last December I almost hit my 4th deer. ALMOST. The three I hit were over a 40 year period and not with my 2004 Grand Cherokee. I knew that brush guards are made for my 2004 Grand Cherokee, so my thought was to find a good brush guard, and stick it on, and then the deer better watch out. I might just go out of my way to run one down. I put the guard on this week and was terribly disappointed when I removed the plastic bumper cover and there was no heavy steel frame to be found. The heavy steel brush guard (designed for this year and model) just bolted to flimsy sheet metal. If I hit a deer it would just get pushed right into my radiator and cause thousands in damage. Can anybody tell me the year and model of Jeep SUV that would indeed have an actual frame that a brush guard will bolt to? The brush guard I bought says it fits 1999 to 2004 Grand Cherokee. Would a 1998 Grand Cherokee have a frame under the plastic bumper cover? THANKS.

I should have mentioned I would only want a six cylinder motor with automatic transmission. And I would only want a good used vehicle under $5000.

I just meant to my knowledge besides the Wrangler Jeeps haven't been frame on body in along time.
Some companies make full steel bumpers for WJs like this one from Rockhard 4x4

Maybe that brush guard could be fitted to it? I don't know how they would stand against hitting a dear though.
This guy's review
"Really looks good on my Jeep and I'm glad I purchased it. When I did I put it to really good use and really does help with animals running in the roadway and it is easy to install. I'm glad I got this bumper"

Yep, I see now. BUT you don't have to take the cover all the way off. Just the top. Installed mine today.
