Default AC Control Unit blower only working on high level

My AC Control Unit only blows on (4) the full blast setting.
I thought it was the unit itself that was faulty, so I found a replacement from a Pic A Part and it sucks to say that the same condition exists. Again, only works on level 4.
I've yet to unplug the connection behind the unit and spray contact cleaner in the harness which is part of the car. Do you guys think that is the trick? Has anyone had a similar problem knowing that it is not the AC Control Unit itself?

It appears that the Resistor itself was good. However it's the resistor connector that is toasted. Literally.
It's amazing that I'd not had a fire from the burnt link and slight melt in the connector.
I'm waiting for its delivery and will hopefully have it fixed soon.
