Yes, it could be a bad switch. All new Jeeps use electric switches now, which makes them much easier to diagnose. Try Ebay for a used one before buying new.
Alternatively, make sure the blower motor plug is connected snugly, because my XJ's blower motor plug had a melted connection that liked to go in/out all the time.
