Just balance them for weight only on the inside lip. I always have mine done that way so the weights don't corrode the outside or get peeled off in the trail

Picked up all my grade 8 bolts and 2 washers per bolt at tractor supply for $55. Ordering my nylon lock nuts from Fastenal tomarrow. Saving $20 doing it that way than getting the hardware kit from a to z fab with the rings
