Default Windshield Wipers not working

I am at my wits end. I have a 1999 WJ. The front windshield wipers are not working. They just stopped. Here is what I have done so far. I replaced the motor just in case.
At the plug that plugs into the motor there is a black, brown/white, red/yellow, dark blue, and yellow/red wires. The black wire is negative, The red/yellow, dark blue, yellow/red wires all have 12 volts. The brown/white wire has no voltage. If I turn the switch off then the red/yellow does not have power. I can not figure this stupid thing out. Any help would be helpful.

You might need a new wiper stalk, so try pulling one from a junkyard.

Ok and I went and got a new switch from the junkyard and the same thing happens. The rear wiper works. I can hit the washer and it sprays but the front wipers never move. It like it is not getting the command to turn on.

Latest update. There are 2 relays for the wiper system. One for on and off and the other for hi and low. I switched the relays and that didn’t fix the issue. But if I jump the 87 slot on the relay receptical with power from the battery they work.

are the relays the same? i mean, like, are they identical? i say this only because not all relays are equal. check the number diagram to match with the old original ones. they are very similar, but two numbers could be reversed, and that could be why you get power only when you jump the 87 slot.

The relays are identical. Same part number everything. I messed with it again today. I still can't figure it out. I know winter is just around the corner and I will need them. I don't understand how I can turn the wipers on, then the relay how power. but the windshield wipers still don't work. Are all the wires except the ground wire supposed to have power? Something turns them on. I know that it goes through the BCM.
