Default windshield wiper issues

So I have a 96 zj limited and I'm having issues with the windsheild wipers, the wipers don't work on the delayed setting but do on the low and high setting I changed the switch but that didn't fix the issue, any suggestions?

Behind the driver side kick panel you will find the wiper control module. It's a little black box that is held in place with Velcro.

The module on mine is directly below the steering column. I had mine go out last year and tried for weeks to figure it out.... The module had come unplugged.
