2 possibilities I can think of, 1) your pressure hose is flow restricted or 2) your pressure control valve on the pump output is faulty. Usually the pressure control is a fitting that screws into the pump and then the pressure hose screws into it. If you're using the same one on each pump, try replacing it with a new one. They are available, but I've never tried to locate one myself.

The reason I asked is that some oils, such as auto tranny fluid can foam and might give you some of the symptoms you are describing

I believe Jeep recommends PS+4 in their steering systems. Any brand, but meeting +4 specs.
