Default no power to crankshaft position sensor

Hi and Happy New Year to all. I'm trying to help an elderly friend of mine with his 95 grand cherokee 5.2L. No spark no fuel and no start. According to Haynes, I should have 8 volts going to the crankshaft sensor with the key on and I have none, 0 volts. It doesn't say what to do about that. I dont know how to simulate 8 volts. I am scared to give it 12 for obvious reasons. Any hints or ideas would be greatly appreciated!

Ok it said to use an analog meter which will make a difference and they were right. I found an old one and i now have 8 volts going to my sensor. Thank you
