The PO might have used the lighter, or something with a heavy draw, in the power outlet and caused an overdraw condition resulting in a short. JMO
Try the cig. lighter in the correct receptacle, and a phone charger in the power outlet, to see which one blows the fuse.

YEEEEEHAAAAAAAA ITS FIXED!!!!!!!!! looking through different threads here I found 1 that said something about pluging in an air compressor and it over heated the wires for the power outlet, and I thought hmmmm, this past winter my stupid blend doors went out so I bought a small heater that plugs into the cig. lighter outlet and I plugged it into the PO instead and then it dawned on me that is when this happened, So to make this a short saaaweeeeet ending I went out and took the lower dash apart and found where the PO wires were heated up enough to melt the insulation thus shorting out the wires. THANKS GUYS FOR THE GREAT JEEP FORUM!!!!!!
