Is the transmission throttle cable connected? Sometimes the connector on the end breaks off. Once in a great while it will become disconnected inside the transmission. Both of these usually change the shifting points as well. If it's connected, make sure it's adjusted correctly. The last little bit of travel causes the downshift.
This may be electrical as well. The PCM monitors rpm, vehicle speed, throttle position, and manifold vacuum. If more power is needed, it signals the Transmission Control Module it make the downshift. This function will show up a lot on cruise control when climbing hills.
