Idler pulley serpentine replacement - Squealing

Idler pulley serpentine replacement - Squealing
I had the idler pulley go on my 1996 Jeep Grand Cherokee Laredo (located by the ac compressor).
I replaced the pulley and the belt, had to do it fast due to the situation so I didnt have a tool to file down the mount area properly that had a little residual bearing pieces that welded itself to the bolt hole.
Since there is no tensioner to tighten the belt, I seem to have a squeal when I start in the morning for a few minutes.
There seems to be a tensioner bolt on the power steering pump bracket that I cranked down quite a bit. My question is really how to stop the squeal and does anybody know how " tight is tight " for the belt.
