Default Idleing wierd while coasting

I have a 1996 jeep grand Cherokee Laredo 4.0. Last Sunday I put a new starter on and cleaned the butterfly valve. It has drove fine for about a week and this morning on my way to work I was coasting down a hill and it started acting up and eventually died. I noticed before it died the rpm's were going almost completely down to 0 and jumping up to about 1250

Ok I haven't checked my idle or throttle sensor but I have noticed that when my jeep is down around a quarter tank of gas it will start idling weird but sometimes if I put it into neutral it will be fine. I also smell burnt oil when it starts doing this.

or o2 sensors... the low gas/smelling oil thing is odd. does it burn oil, not that ive never known a jeep to but it happens... have you had a chance to get it on a code reader? physically checked the gas tank for dirty filter or residue in tank? so when you drop it to N, it clears up and runs normal... huh... i guess youve pulled the TB apart and cleaned it... what about the sensors on it? the TPS and IAC. (im coming over from the cherokee section so idk if you have the exact set up i do..) but these sensors have a tendancy to get funky... has it had a tune up of any sort- things like plugs/wires, cap/rotor (tho you might have a distributerless ignition... once again the cherokee to grand cherokee thing... but these are all potentials... good luck...

Thanks it has had a tune up in the last month but it set for a little while after the tune up do to the starter going out. I haven't taken the tb completely apart and cleaned it but plan on doing that soon. I just checked the oil and it is showing that the level is fine. I took it to my local parts shop about a week ago and had it checked for codes and it said something about and egr.
