hi guys i have a few questions

1.whats the isle suppose to be at on a 97 4.0

2.what causes your idle to be low (mines at about 500)

3.what cause the car to shutter and drop down to about 250rps when i shift into drive from neutral or reverse.

all the help is appreciated don't really want to throw parts at it cause i don't have the money to throw away.

The idle info should be on the sticker on your rad. support (if it hasn't been removed).
I think the Idle Air Control (IAC) controls the idle speed.
My '97 has the 5.2L so I can't give you the sticker info from it, it would be useless. Sorry.
