These guys! Fill the resevoir, start it up, turn the steering wheel full left to full right a couple of times, and top off the tank.

Also you are not done until the fluid is no longer foamy. Once the whining is gone the fluid should start pumping clear add-in after. Reason I say this is you may have to top it off again after that. And by the time you are done cycling the fluid, the temp will be higher so most likely you will have to fill it a bit above the cold fill line

by far the easiest way to do it.. is the way I just did it changing out my pump. I jack the vehicle up just enough to get the tires to stop touching the pavement.. then fill up the reservoir.. and work the wheels back and forth from lock to lock with the vehicle NOT running..

You will need a second person turning the wheel.. while you watch the resevoir level... keep adding fluid and turning lock to lock until the fluid starts to even out... once the fluid starts to level out(not sucking it down dry) then start the vehicle... and have them turn lock to lock to make sure that there is no more large air bubbles... Once you are satisfied with the level... drive it around for a few minutes through some neighborhoods that have a few turns here and there... pull her back in.. check the fluid.. add if necessary.. done...
