the first thing you should do is calculate your own milage, those guages can really be off. If its too low, do a tune up. check the tires and pressure that is really overlooked.

press both the buttons simultaneously on the panal up top to reset it, and then wait a few days (drive normal) no flooring it, and it should give you a more accurate reading.

IF everything is up to snuff(tire pressure etc) I'd say that is low depending on your type of driving. Straight freeway I can get up to 19 MPG, city driving forget it probably closer to what you're getting. On CC, flat valley driving with minimal wind and about 62 mph my overhead bounces between 18-19. Load it up with gear or pull a trailer and fughetaboutit, I got 10 mpg on an oregon trip with two passengers, loaded with gear and a trailer with two quads.
As has been mentioned in other mileage threads driver behaviour is the #1 factor in determining mileage and these aren't built for great mileage to begin with.
