A while back on my WJ I had a possessed brake light so I started narrowing things down. One of the things on that check list was the brake switch. When I took mine out to look it over I decided to order a new one. That plunger inside the switch tells the car it's braking which as you know turns your cruise off automatically when you hit the brakes. If that switch is messed up in some sort of way it could constantly be acting as if the brakes are applied. Random shot at a fix but I assure you for that short trip I drive it to pick up my new brake switch I had zero cruise control and freaked out. But after putting the new switch on there it went back to normal.

My 95 does not have a cruise control light. Does your air only blow through the defrost vents? If yes, look for a vacuum leak. There is a black plastic line on the passenger side fender that supplies vacuum to the cruise servo and HVAC system. The reservoir is built into the bottom of the battery tray, the hose tends to rot off of the nipple.

Okay, that ought to tell you the problem is electrical and not vacuum. I'm thinking relay or control module, maybe even the brake light switch.
