It means the SKIM module isn't reading the key as valid. The key has the right cut to unlock the doors, but isn't programmed so the security module will allow it to start the vehicle OR the module has lost it's programming. Is this a new key?

Yeah, unfortunately it's going to cost you $85 for the first key and about $60 for each additional key, or so I'm told.
Basically the dealer has to re-write the SKIM module's code and program the key to that code. When the jeep was first made, it came with 2 keys. If you have BOTH original keys, the Skim module will program additional keys by itself. If one key is lost, the dealer can read the Skim's code and program a key for you. If BOTH keys are lost or you have one that is cut right, but won't work because it wasn't programmed, the dealer has to start from scratch and re-write everything.
It's about the same thing to replace a key fob.
