ABS trouble

Hi, i have had trouble with my ABS and have used the car without the ABS (removed fuses and relays). But today i tried to use it again without any luck. I have cleaned all sensors and tone rings. The problem is if i brake at low speed the abs hits in, this results in that the car use a litle bit longer time to stop, maybe 1-2 meter since the abs always starts just before it stops. Where should i start to look or should just use it without ABS? Its a GC 1993 4.0L
