Thought it would be on frame rail, can't see it anywhere. Surely don't have to drop the tank?

That was easy. It's just behind the driver side rear wheel right? Not sure if they changed it since 90'

 

on the 96 it was not on the frame rail, but near the center of the vehicle, over the pumpkin. Not where it was on my old 91 xj. The fuel lines are held on by plastic clips, which have to be carefully removed from the old filter and placed on the new ones, but not an issue - no hose clamps!!

 

There is a simple plastic tool for quick disengagement of the fittings.
